Who is Stephen Siegel?

Steve Siegel has over 35 years of experience representing clients involved in the Health Care Industry. Steve received his initial exposure to the Health Care Industry during the 10 years he spent working for the Centers for Medicare & Medicaid Services (“CMS”) and its predecessors. While there, he learned a great deal about the operations of the Medicare program. However, Steve soon found that what the government thought was an appropriate business or billing arrangement and what makes sense in the “real world” sometimes clash.

After graduation law school - Georgetown University Law Center, Washington D.C. - in 1985, Steve began using the knowledge and perspective he had gained at CMS for the benefit of private and not-for-profit health care providers and suppliers. He has found that frequently the best way to understand the purpose of a regulation or administrative instruction, or the position of a government agency is by appreciating the perspective of that agency or individual.

In the years following his law school graduation, Steve has expanded his practice to include literacy in HIPPA, FIPA, federal and Florida physical self-referral restrictions and illegal remuneration prohibitions, as well as licensure and change of ownership issues that are unique to the health care industry.

What makes Steve Different?

Steve views the practice of law as a service business. His ideal client has an appreciation of both the outcome they are seeking, as well as the potential business and legal risks. Steve believes it is important to ensure that a client understands the documents and obligations to which they agree to be bound; whether that’s an employment agreement, an agreement to purchase or sell a medical practice, an employer’s policies and procedures, a law, regulation, or administrative instruction.

Where does Steve focus his practice?

Over the past 35 years, Steve has represented a wide variety of clients throughout the United States, including: physicians, home health agencies, medical equipment suppliers, diagnostic facilities, ambulatory surgical centers, hospitals, and other parties involved in the Health Care Industry

When does Steve represent a client?

Whenever a health care professional or business recognizes that it will benefit from either on-gooing or episodic legal representation. In addition to providing on-going outside general health law counsel representation, Steve represents clients involved in: purchasing of selling health care businesses, disputing government reimbursement determinations, negotiating employment and other types of agreements, and criminal and civil investigations.

How does Steve work with clients?

It depends on the client’s needs. Steve looks to establish the business relationship that works best for each client’s needs. While hourly billing remains the “standard” for legal representations, there are alternatives that may be appropriate, For example, if the client retains Steve to provide ongoing general counsel services the parties may agree to a flat monthly fee. Some projects may be betters served by a fixed fee arrangement. Still others may involve either an hourly rate or a reduced hourly rate with a success bonus.
